McKinney Adult Recreational Soccer League

The adult soccer league was formed to be social in design, allow local residents to play with spouses and neighbors, and to improve the appreciation of the rules for those playing the sport. Not only is it a good sport to play to keep fit, we hope the adult soccer league can be a development program to stimulate interest in more competitive divisions already in existence. Registration for the Fall Season begins early June with a season start around the first week of September and the Spring Season registration starts early December with a season start around the first week of March. Please review all of the information below and the Adult Rules page as there are several specific rules that you need to be aware of and have an understanding of when playing in the MSA Adult Coed league.

Refund Policy
  • Once you have registered and you choose to not to play there will be a $25 administrative fee assessed for all refunds prior to the first game . No refunds thereafter. Late fees are not refundable.
Sunday Night Adult Open Coed League
  • Player Fee is $95
  • Fees include all costs (field, association fees, refs, T-Shirt (not game jersey) for league winners.
  • Season will consist of at least 8 games for each team (weather permitting).
  • Players must be 19 by December 31st of the year that the playing season falls in.
  • Spouses/partners can request to play on the same team (COED).
  • Games will be played on MSA Adult fields 60 x 100 or larger.
  • Games will be have two – 45 minute halves and a 5 minute halftime break.
  • Games will be 11 vs 11 format
  • Roster Max: 25  (Ideal 16-18)
  • Players: 7 men maximum and 4 women on the field. Minimum of 6 men and 1 woman on the field needed to start. (Includes keeper)
  • All other MSA Adult Co-ed rules apply.
Sunday Night Adult Over 30 Coed League
  • Player Fee is $95
  • Fees include all costs (field, association fees, refs, T-Shirt (not game jersey) for league winners.
  • Season will consist of at least 8 games for each team (weather permitting).
  • Players must be 30 by December 31st of the year that the playing season falls in.
  • Spouses/partners can request to play on the same team (COED).
  • A spouse/partner of a player meeting the above requirement may play on the same team as long as they will be 28 or older before December 31st of the year that the playing season falls in.
  • Games will be played on MSA Adult fields 60 x 100 or larger.
  • Games will be have two – 45 minute halves and a 5 minute halftime break.
  • Games will be 11 vs 11 format
  • Roster Max: 25  (Ideal 16-18)
  • Players: 7 men maximum and 4 women on the field. Minimum of 6 men and 1 woman on the field needed to start. (Includes keeper)
  • All other MSA Adult Co-ed rules apply.
Wednesday Night Over 40 Coed League
  • Player Fee is $75
  • Fees include all costs (field, association fees, refs, T-Shirt (not game jersey) for league winners.
  • Season will consist of at least 8 games for each team (weather permitting).
  • Players must be 40 by December 31st of the year that the playing season falls in.
  • Spouses/partners can request to play on the same team (COED).
  • A spouse/partner of a player meeting the above requirement may play on the same team as long as they will be 38 or older before December 31st of the year that the playing season falls in.
  • Games will be played on 50 x 80 fields (smaller than regular adult sized fields)
  • Games will consist of two – 30 minute halves and a 5 minute halftime break.
  • Games will be 7 vs 7 format
  • Roster Max: 16  (Ideal 11-12)
  • Players: 5 men maximum and 2 women on the field, (6 Field and 1 Keeper). Minimum of 4 men and 1 woman needed to start, (Includes keeper)
  • All other MSA Adult Co-ed rules apply.
Player Information
  • A “Player’s Code of Conduct” was agreed to when you registered to play with in the MSA. Violation of the Player’s Code of Conduct may negate your ability to play in the league.
  • All players must have and present to the referee prior to game time, a MSA Adult League player card specific to the league and team that they are playing on or the player will not be allowed to play. (Temporary cards are available from the field director for $10 when presented with a valid DL and confirmation that the player is on the valid roster.)
  • All players must have a jersey with a permanent number
  • Individuals can register as a returning player to the same team or be assigned to a new team.
  • Recreational players are preferred.
  • Current or former competitive club players, professional players, and coaches must acknowledge their experience in the comments section of the registration form to be reviewed by the league for approval.
  • A Maximum total of two (2) “Semi-pro” or above skilled players will be allowed per team. If they have played in the last 6 years at that level they must play in the “A” Division.
  • All players are subject to review throughout league play.

MSA reserves the right to refuse or decline registration if, in the opinion of MSA, the proposed player is not suitable to the program in terms of level of skill, prior playing experience, health, or any manner that will affect the overall enjoyment or balance of the program.

Game Information
  • Standard crew of a Center referee and 2 Assistant Referees will be used.
  • Game Reports will be brought to the game by the referee team.
  • A team representative will verify the results at the end of the game with the referee crew and will sign the game report confirming their agreement.
  • The team representative should confirm the score and the cards issued when signing the report.
  • Once the game report is signed and the referees leave the field the results are considered final unless the referee team admits an error.
Non-Rostered  / Non -Registered Players
  • Coaches playing players not on their roster will be subject to disciplinary review.
  • Any player that is not registered to a North Texas State Soccer Association practicing or playing with a team negates all NTSSA insurance coverage for all players at that practice or game.
  • Any registered player not on a team’s roster caught playing in a sanctioned game will be subject to a minimum 8 game suspension with no refund. Any coach allowing a player, not on their roster, to play in a sanctioned game will be subject to a minimum 8 game suspension with no refund. Any team playing a player not on their roster will forfeit the game in which the player is participating and the next game and may be disqualified from the playoffs.
Tie-Breakers
  • Tie-Breakers applied to Adult league standings are as follows:
  • Yellow and Red Card team Season Total (the team with fewest cards advances, red cards count as two cards.)
  • Head-to-Head
  • Goals Against
  • Goals For – Maximum of 5 Goals per game.
  • Penalty Kick Shootout
Game Forfeit
  • The team coach/captain should notify the MSA office ahead of time if they will have to forfeit their game. In a normal forfeit, the game will be recorded as a 0-3 loss in the standings for the forfeiting team.
  • If a game is forfeited for any reason after play has started, the winning team will be awarded a minimum of 3 goals for the forfeit or the goal differential based off the score at the time of the forfeit, whichever is greater. The forfeiting team will be recorded as having zero goals scored.
Game Protests
  • Game Protest – Should be directed to the Vice President of A&D at vp-ad@mckinneysoccer.org within 72 hours along with the required protest fee of $25 being submitted to the MSA office.
Playing in the MSA

All Decisions of MSA are Final.

Teams / players are responsible for their children, own clothing, equipment, etc. MSA and the City of McKinney Parks and Recreation Department are not liable for any costs or charges arising from any injury or accident arising from this program or associated activities.

All players are responsible for their own health and well being, and should only enter the program if they are physically able to do so. We emphasize that this is intended as a social soccer program and advise that there are plenty of competitive adult soccer programs with other associations that are available for the more competitive player.


McKinney Adult Recreational Soccer League Rules

The following rules govern the MSA Adult Recreational Soccer League. These rules are adjustments to the FIFA Laws of the Game and except for situations where these local association adjustments apply, the FIFA Laws of the Game will be used.

These rules are subject to change without notice but we will make every effort to publish and notify the coaches and players immediately when a change occurs.

 

Player Cards
  • MSA Adult Player cards are now permanent cards and each card will have a date sticker affixed to it representing that the card is good for the current season.
  • Each player must have their Player Card with the current season sticker affixed to the back of the card, issued by MSA, at each game or the player will not be allowed to play.
  • Replacement cards cost $10.00.
Game Reports

Adult coaches are no longer responsible for the game reports. The referees will receive the game reports from the MSA representative at the fields, normally the Adult League Commissioner. The referee will ask the coaches or a team representative to sign the game report at the end of the game to verify the result and will turn in the game reports. It is the responsibility of the person that signs the game report to verify that all information on the report is correct. This includes final score and cards issued to players. Once the report is signed by the team representatives and the referees turn the reports in the information is considered final and indisputable unless the referee team admits an error in the reported information. (If a card is assigned to the wrong player and it is not caught and corrected with the referees at the time the game report is signed, then there is no recourse to change the reported results.)

Woman Goal Worth 2
  • Women’s goals: 2 points including Penalty Kicks, PK Shootout, or deflection by female attacker. If a female player shoots the ball and the ball which was, already on its way into the goal, strikes a defender and goes into the goal it will still be a female goal and worth 2 goals for the attacking team. If a female player shoots the ball and the ball was NOT already going into the net but strikes any defending player and goes into the goal, it will be considered an own goal worth only one goal for the attacking team. If a female player shoots the ball and the ball strikes an attacking male player and is redirected into the net by that deflection, the shot is no longer considered a female player’s shot and is only worth one, whether or not the ball was going into the net prior to the male attacker touching the ball. The keeper is neutral and a deflection off of the keeper does not affect the goal count whether the ball was going into the net prior or not. The referee team’s opinion will be the determining factor on the awarding of goals in any determination with this rule.
Substitutions
  • Substitutions are allowed during your team’s throw-in (or if the team in possession of the throw-in is substituting), on any goal kick, after a goal is scored, or at the referee’s discretion during a stoppage of play.
Slide Tackling
  • Slide tackling is not allowed.
  • Slide tackling is defined as a play where any player intentionally tackles an opponent who has control of the ball and comes in contact with the playing surface with any part of their body other than the soles of their feet.
  • Slide tackling without any contact with either the opponent or the ball is a Foul. (Restart = Indirect Free Kick)
  • Any player that is persistently called for this infraction may be issued a Caution (yellow card) for Persistent Infringement.
  • Slide tackling where any contact is made on the opponent or the ball will be considered reckless behavior and recorded as Unsporting Behavior and a Caution (yellow card) will be issued to the offender. (Restart = Direct Free Kick)
  • Any Slide Tackle that the Referee feels is made using excessive force will be considered as Serious Foul Play and will result in the offending player being shown a Red Card and that player will be dismissed from the game.
  • Goal Keepers are the exception and can slide tackle within the penalty area according to FIFA rules. Outside of the penalty area the goal keeper is considered a field player and is subject to the MSA rules stated above.
Bad Language and Fighting
  • The use of offensive, insulting, or abusive language directed at a team mate, opponent, official and/or spectator will result in a red card (ejection from the game) and shall be a minimum two game suspension and will have a standard $35.00 fine.
  • Foul language not directed at an opponent, official and/or spectator shall be left to the discretion of the referee.
  • A send-off or 2nd caution received for dissent toward any official, carries a minimum $35.00 fine and a minimum 2 game suspension and it may carry up to a three (3) game suspension.
  • Any adult player found guilty of fighting by the reviewing A&D committee will be subject to a fine of no less than $100 and a MINIMUM three (3) game suspension.
  • Any player or team member joining into an altercation and making contact with an opponent shall be subject to a fine of no less than $100 and a MINIMUM four (4) game suspension. (You protect your player by pulling them out of the situation, not by joining in and escalating it.)
Yellow and Red Card Penalties and Point Accumulation
  • 2 yellow cards in one game are the equivalent of a red card. All fines and penalties associated with a red card are applicable to the second yellow. A player will be shown the second yellow and then the red card.
  • The penalty for receiving a red card during a game is ejection from the game, a mandatory suspension from the next game, and a fine of twenty-five dollars ($25). The player will receive his player card back when he pays the fine at the MSA office and turns in the sit-out verification form signed by the referee of the game the player was suspended from. Any player receiving a red card may be subject to further disciplinary action if deemed necessary by MSA or an A&D committee. (Ex: See Bad Language and Fighting section above.)
  • Any player/coach/assistant coach receiving multiple yellow or red cards throughout a soccer season will receive suspensions based off of the McKinney Soccer Association “Cumulative Twelve (12) Point System” and will be fined an additional twenty-five dollars ($25) per suspension. All cards are subject to further A&D review and possible further penalties or suspensions.
  • When the players/coaches/team representatives/spectators of a given team have accumulated a combined point limit for that team, based on five (5) points per scheduled league game, per season, as described in the Misconduct of Adult Players/Coaches/Assistant Coaches – Cumulative Twelve (12) Point System” detailed below, the McKinney Soccer Association will notify the association’s Appeals & Disciplinary Committee. (Example: For an eight (8) game season, the combined point limit will be forty (40) points.) The team will be required to appear before the MSA Appeals & Disciplinary Committee to explain the team’s continued misconduct. A coach and/or player transferring to another team will carry over his or her accumulated points to his or her new team.
  • The McKinney Soccer Association will not hesitate to deny teams, coaches, managers, team representatives or players within its jurisdiction, the privilege of further participation in all or selected soccer activities within its jurisdiction for repeated offenses and for serious offenses considered to bring the game into disrepute. A probation period and/or other sanctions may be rendered to teams, coaches, managers, team representatives or players for violation of this rule.
  • Misconduct of Adult Players/Coaches/Assistant Coaches – Cumulative Twelve (12) Point System:The McKinney Soccer Association will operate and keep records on a twelve (12) point “CUMULATIVE TWELVE (12) POINT SYSTEM” for all player/coaches/assistant coaches. Offenses resulting in the cautioning of a player/coach/assistant coach by the referee (yellow card) are allowed points according to their seriousness ranging from one (1) to four (4) points. Appeals of cautions (yellow cards) are not allowed except when the referee admits he made an error in the issuance of the caution. Points are cumulative during each soccer season. When a given player/coach/assistant coach accumulates twelve (12) points sanctions are applied as described for a red card ejection. A player transferring to another team will carry over his or her accumulated points to his or her new team. Reports of these disciplinary actions are to be sent to the State Appeals and Disciplinary Committee at North Texas State Soccer Association office.1. The points of the “CUMULATIVE TWELVE (12) POINT SYSTEM” will be allocated as follows:2. 12 points Sent off from game due to Serious Foul Play, Violent Conduct, Spitting at Opponent/Person, Denies Goal Scoring Opportunity or Offensive, Insulting or Abusive Language.

For ejection from a game due to misconduct after receiving a caution, except for twelve (12) point offenses as stated above, points will be based on two (2) cautions. NOTE: If the McKinney Soccer Association A&D Committee determines that a red card was issued for an infraction that was not an “expulsion” offense in accordance with the FIFA Laws of the Game, the McKinney Soccer Association may reduce the red card to a yellow card and assess points for the yellow card. The McKinney Soccer Association may not, however, do away with the card altogether. A full report of this action must be sent to NTSSA. 3. The CAUTION points are to be allocated as follows: FOUR POINTS 1) Deliberate tripping, tripping and other “tactical”, deliberate, physical fouls. 2) Foul tackle from behind. 3) Interference by other players when the referee is speaking to a player after an offense has been committed. 4) Continued dissent of a decision in an attempt to unsettle the referee. THREE POINTS 1) Deliberate, tactical obstruction. 2) Persistent infringement of the Laws of the Game. 3) Shirt pulling and other similar tactics. 4) Deliberate encroachment at free kicks. TWO POINTS 1) Deliberate handball designed to break up attack. 2) Time wasting, including that by the goalkeeper. 3) Moving arms up and down to obstruct an opponent. 4) Gesticulating in front of a player taking a free kick or thrown-in. 5) Fails to respect required distance or unsporting behavior at a penalty kick. 6) Other unsporting behavior. ONE POINT 1) Entering or leaving the field without the referee’s permission. 2) Player leaning on a teammate to gain an extra height. 3) Pulling oneself up by the goal post or crossbar to gain an advantage. ACCUMULATED CAUTION POINTS SANCTIONS a. Twelve (12) Accumulated Caution Points – One Game Suspension b. Six (6) More Points – Two Game Suspension c. Six (6) More Points – Suspension pending A&D – Committee Inquiry Note: If a player receives two Cautions in a single game, they will be treated as a Send-Off and will not be counted towards the Accumulated Caution Points total. 4. SEND-OFF a. One Send-off – One Game Suspension b. Second Send-off – Two Game Suspension c. Third Send-off – Suspension pending A&D – Committee Inquiry 5. FINES a. Teams Exceeding the Accumulated Point Limit – $50 b. Teams Exceeding the Accumulated Point Limit Second Time in Soccer Year – $100 NOTE: All fines must be paid to the McKinney Soccer Association prior to the coach/player/team participating in their next game. 6. Any misconduct by a Coach justifying a report by a referee or any other person will be directed to the McKinney Soccer Association’s Appeals and Disciplinary Committee. The McKinney Soccer Association shall rule on the report and send its decision to the State A&D Committee. 7. A coach whose conduct is not considered to be exemplary to his or her players, parents and spectators will be firmly dealt with by the A&D Committee of both the McKinney Soccer Association and the NTSSA. 8. Game suspensions for caution points and/or expulsions: The suspension is to be served by the player/coach/assistant coach/manager/or team representative at the next scheduled game (regular league games, makeup league game, playoff, championship, cup games, local or state tournament game) that the player’s team is involved in. The lack of a hearing or referee report on the suspension/expulsion of the offender shall not nullify his suspension (to sit out) the next game. 9. When an ejection or game suspension under the MSA caution point system is issued to a player, the McKinney Soccer Association will forward a copy of the referee’s Misconduct Report of the ejection or a copy of the league’s Disciplinary Committee report on suspension due to the excessive Caution Points directly to the NTSSA State Appeals and Disciplinary Committee, together with the action taken by the McKinney Soccer Association.

 
10. Extreme Violent Conduct: The McKinney Soccer Association’s Appeals and Disciplinary Committee is directed to extend severe punishment to those players, coaches, and assistant coaches guilty of extreme violent conduct while participating in a match and for violence toward any person or property after being ejected, while on the touchline, or approaching or leaving the game site.

  • Standard crew of a Center referee and 2 Assistant Referees will be used.
  • Game Reports will be brought to the game by the referee team.
  • A team representative will verify the results at the end of the game with the referee crew and will sign the game report confirming their agreement.
  • The team representative should confirm the score and the cards issued when signing the report.
  • Once the game report is signed and the referees leave the field the results are considered final unless the referee team admits an error.
RED CARD AND OTHER EJECTIONS
  1. Any player that is sent off (shown a RED CARD) for Fighting, Violent Conduct, or Referee Assault will be dismissed from their game and must leave the soccer complex and may not return under any circumstances for the remainder of the day without permission from an MSA Board Director.
  2. For any other ejection, if a referee, a field director, or other MSA Representative later deems the individual to be a safety or security risk, the individual can be dismissed from the soccer complex as if they had committed one of the above three offenses.
  3. Returning to the soccer complex the same day as the ejection may result in further fines and/or penalties. All penalties associated with any ejection still apply and any further negative actions will be reported and may result in the individual being called before an Appeals & Disciplinary hearing.
  4. Any player, coach, or manager that follows a referee off the field or to their vehicle to continue a conversation will be issued an automatic one game suspension and will be subject to an A&D hearing. When a referee cuts off a conversation and leaves the field, that is the end of the conversation. If you feel attention needs to be called to your field during a game, please find a field director.
Respect the Referees

Many referees are young adults; please treat them as you would want others to treat you. Do not expect to have a perfect game called every game. If there is a question, only ONE player, preferably an assigned captain, should approach a referee on the field for clarification of a rule or call. Please respect and support our referees, because, without them, soccer games cannot be played. MSA WILL NOT TOLERATE ANY BAD BEHAVIOR AT THE FIELD TOWARD OUT REFEREES, LEAGUE OFFICIALS, COACHES, OR PLAYERS. ALL REPORTS OF ABUSE CAN RESULT IN SUSPENSION.

3.11 DISCIPLINE

All Member Associations are directed to distribute this rule to every youth and adult player, every coach, team manager, league administrator and referee. It is intended that the player and/or coach will make known the contents of this rule to his or her parents and spectators.   3.11.1 Authority

  1. All members and participants in youth and adult soccer within the jurisdiction of NTSSA have requested to participate in our programs. Therefore, these participants have agreed to abide by the Articles of Incorporation, Bylaws, Rules and Regulations of NTSSA, their local playing association, as well as those of the USSF and its National Associations of which NTSSA is a member. The NTSSA Articles of Incorporation and Bylaws provide that it has jurisdiction over all Member Playing Associations, players, coaches, team managers, administrators, team representatives and referees who choose to affiliate. Any member or participant in youth and adult soccer within the jurisdiction of NTSSA found in violation of the Articles of Incorporation, Bylaws, Rules and Regulations of NTSSA, their local member association, as well as those of the USSF and its National Associations of which NTSSA is a member, may be subject to publication in the monthly newsletter of NTSSA association of their name, the type of violation, and the disciplinary action taken. Publication will be limited to individuals receiving disciplinary actions of three months or greater.
  2. All Member Associations and /or Playing Leagues are directed to form their own Appeals and Disciplinary Committees and to hold hearings–WITH THE PARTIES HAVING THE RIGHT TO BE PRESENT–on every player/coach/assistant coach/spectators and/or parents as required for serious misconduct. All Member Associations are required to furnish the NTSSA Office with a maintained up-to-date list of their A&D Chairman and Committee members and to include their addresses and phone numbers.
  3. Should a recreational Playing League cover multiple Associations, the members of the Appeals and Discipline Committee for this league should be comprised of representatives from each available association represented. The NTSSA A&D Committee shall serve as the first level of appeal involving complaints from participants of differing Associations. If a Playing League is hosted by a primary Association, the Appeals and Discipline Committee may be comprised of members of that Association.

As guidance, if the issue at hand was as a result of play, the Playing League will handle the disciplinary matter. All other matters shall be directed to coach/individual/teams home Association.   3.11.2 Misconduct of Youth Players/Coaches/Assistant Coaches

  1. Member Associations, Playing leagues and Tournament Officials may institute their own “CUMULATIVE CARD SYSTEM” for players/coaches and assistant coaches or additional sanctions as they see appropriate. Appeals of cards are not allowed except when the referee admits he made an error in the issuance of the card. Sanctions for misconduct will remain within the competition where they are earned unless the violation happens in the last game of that competition and the Member Association/Player League or Tournament Officials deem that it is serious enough to forward to North Texas A & D for consideration of further sanctions.

 

  1. Yellow Cards A player receiving a second yellow card in a single game is suspended for the balance of that game and the next game within that competition.

 

  1. Red Cards A player receiving a red card or a coach/assistant coach who is sent off is suspended for the balance of that game and the next game within that competition, or if in the last game of the competition, may be referred to North Texas for further sanctions.

If a Member Association’s and/or Playing League’s A & D Committee determines that a red card was issued for an infraction that was not an “expulsion” offense in accordance with the IFAB Laws of the Game, such A & D Committee may reduce the red card to a yellow card and assess sanctions accordingly. A full report of this action must be sent to NTSSA.   3.11.3 Misconduct of Adult Players/Coaches/Assistant Coaches Member Associations, Playing leagues, and Tournament Officials shall institute their own “MISCONDUCT SYSTEM” for players/coaches and assistant coaches for sanctions as the see appropriate. Appeals of cards are not allowed except when the referee admits he made an error in the issuance of the card. Sanctions for misconduct will remain within the competition where they are earned unless violation happens on the last game of that competition and the Member Association, Player League, or Tournament Officials deem that it is serious enough to forward to North Texas Soccer A&D for consideration of further sanctions.

  1. A player/coach/assistant coach receiving a second yellow card in a single game is suspended for the balance of that game, and shall sit out the following game.
  2. A player/coach/assistant coach receiving a red card is suspended for the balance of that game, and shall sit out a minimum of the following game.

  1. Each team (youth and adult) in NTSSA is responsible for the conduct of its spectators. The referee has the authority to insist that the coach or acting coach deal with the misconduct of the spectators and resolve the problem. Failure to do so may result in the coach’s dismissal from the field and/or termination of the match. Therefore, the coach/assistant coach/team manager is expected to control his spectators, especially on non-enclosed fields. If he is unable to do so, Member Associations, Playing Leagues and/or Tournament Officials are directed to take appropriate actions toward the identifiable, unruly spectator, or if unidentifiable, towards the team itself. Member Associations, Playing Leagues and Tournament Officials shall report spectator misconduct to the NTSSA A&D Committee for review and further action if warranted.

 

  1. Suggested action for misconduct of spectators is:
  2. Suspend the spectator from attending future matches.
  3. Report spectator to the local Park & Recreation Department.
  4. Require team to forfeit any games at which spectator is present on the touchline (cannot keep them off public street or out of parking lot.)
  5. Require offending team to pay for presence of police at the game.
  6. Revoke and/or refuse registration to the offending team.
  7. Cause the spectator to be placed under a municipal “peace bond”.

3.11.5 Misconduct and Punishment of Teams

  1. 1. Youth Association Teams

 

  1. When, during the current soccer year, the players/coaches/assistant coaches of a given team have accumulated a total number of thirty (30) cards in league play the Member Association and/or Playing League shall notify the team and the State A & D Committee. The team will be fined $100 payable to NTSSA within thirty (30) days of receiving notice of the thirty (30) cards. The coach and the players of said team may also be required to appear before the Member Association and/or Playing League Disciplinary Committee to explain the team’s continued misconduct. If desired, the Member Association and/or Playing League may waive the holding of a local hearing and refer the matter to the State A&D Committee. Failure of the Member Association or Playing League to notify the State A&D Committee within fourteen (14) calendar days of a team’s cards totaling thirty (30) will result in a fine of $100 per week for each week such notice is late. Red cards or send-offs assessed against that team’s spectators or against that team during tournament play will be reviewed to ascertain team misconduct tendencies.

 

  1. When the players/coaches/assistant coaches of a given team have accumulated a total of four (4) send-offs in a tournament (including red cards issued as a result of an individual receiving two yellow cards in a single game) Tournament Officials shall notify the team and the State A & D Committee. The team will be fined $100 payable to NTSSA within thirty (30) days of receiving notice of the fourth send-off. The coach and the players of said team may also be required to appear before the committee to explain the team’s continued misconduct. Failure of Tournament Officials to notify the State A&D Committee within fourteen (14) calendar days of a team’s fourth will result in a fine of $100 per week for each week such notice is late. Red Cards or send-offs assessed against that team’s spectators or against that team during league play will be reviewed to ascertain team misconduct tendencies.

 

  1. Adult Association Teams

 

  1. When the players/coaches/team representatives/spectators of a given team have accumulated a combined point limit for that team, based on five (5) points per scheduled league game, per season, as described in the “CUMULATIVE TWELVE (12) POINT SYSTEM” in Rule 3.11.3, the Adult Member Association will notify NTSSA Appeals & Disciplinary Committee. (Example: For a ten (10) game season, the combined point limit will be fifty (50) points.) The team will be required to appear before the NTSSA Appeals & Disciplinary Committee to explain the team’s continued misconduct.

 

  1. NTSSA will not hesitate to deny teams, coaches, managers, team representatives or players within its jurisdiction, the privilege of further participation in all or selected soccer activities within its jurisdiction for repeated offenses and for serious offenses considered to bring the game into disrepute. A probation period and/or other sanctions may be rendered to teams, coaches, managers, team representatives or players for violation of this rule.

 

  1. All Association Teams

 

  1. The NTSSA holds the team and coach jointly responsible for the conduct of his or her players, parents, and spectators.

 

  1. A coach whose conduct is not considered to be exemplary to his or her players, parents and spectators will be firmly dealt with by the A&D Committee of both the Member Association involved and the NTSSA.

3.11.6 Games Directly Sponsored by NTSSA   Misconduct involving any participant (player, coach, parent/spectator) of State-sponsored games, as opposed to Member Association league play, will be reported directly to the Tournament Officials of the State Cup and Games Committee and will be forwarded to the NTSSA Appeals and Disciplinary Committee immediately after the occurrence for appropriate disciplinary action.   3.11.7 Misconduct Toward Referee

  1. NTSSA has exclusive jurisdiction over assault or abuse of officials, both referee and assistant referee, in any competition by the State or Member Associations. This jurisdiction includes:

 

  1. All USSF registered referees (adult and youth).
  2. Any non-licensed person serving in any emergency capacity as a game official.
  3. Any coach, parent or junior assistant referee, serving as a game official.

 

  1. If there is an assault/abuse of any game official by any person, including players, coaches, managers or spectators; a report of the alleged assault/abuse will be submitted immediately to the NTSSA A&D Committee Chairman, the appropriate State Commissioner (Adult Men’s, Adult Women’s, Youth or Indoor), the Olympic Development Program Chairman and the Chairman of the State Referee Committee. This subcommittee, chaired by the NTSSA A&D Committee Chairman, shall review and investigate the report(s) as submitted, and upon proper investigation shall determine the seriousness of the alleged assault/abuse report(s) in a timely manner.

 

  1. Should the majority of the members of the subcommittee listed above in Paragraph 3.11.7.2 determine there is sufficient evidence to consider the incident referee assault or referee abuse, a formal hearing will be held within thirty (30) days of verification of the incident. An intentional act upon or towards a game official as defined in Paragraph 3.11.7.1 above shall be deemed “referee assault” or “referee abuse” in the NTSSA under the terms, references, and conditions of USSF Policy 531-9.

If the subcommittee determines there is sufficient evidence to consider the incident referee assault, the committee, at its discretion, may suspend the individual involved until the hearing on the alleged assault. Should the subcommittee, as noted in Paragraph 3.11.7-2 above, determine the action committed to be Misconduct Towards a Referee rather than Referee Assault or Referee Abuse; it shall impose an administrative punishment of a three (3) game suspension. A formal hearing will not be held unless it is requested by the suspended party. Should a formal hearing be requested and held, it shall be an NTSSA Board of Directors hearing as described in Paragraph 3.11.7.4.

  1. NTSSA Board of Directors Hearing

Assault hearings shall be conducted by the State Board of Directors in the following manner:

  1. The alleged offending party should be present at such hearings; however, if he is not present, the NTSSA Board of Directors will act upon the matter with the information before it.
  2. The game official(s) are required to be present at the hearings. However, if they are not present, the NTSSA Board of Directors will act upon the matter with the information before it.
  3. It is intended that the officials’ reports be clear and that no explanations are required at the hearing. Only the NTSSA Board of Directors will question the official(s). If the offending party or any other party or any other person(s) need explanation, such queries will be addressed through the Chair.

 

  1. Terms and References
  2. Referee assault is an intentional act of physical violence at or upon a referee, (an act intended to bring about a result that will invade the interests of another in a way that is socially unacceptable. Unintended consequences of the act are irrelevant.). Assault includes but is not limited to the following acts committed upon a referee: hitting, kicking, punching, choking, spitting on, grabbing or bodily running into a referee; head butting; the act of kicking or throwing any object at a referee that could inflict injury; damaging the referee’s uniform or personal property, i.e. car, equipment, etc.
  3. Referee abuse is a verbal statement or physical act not resulting in bodily contact, which implies or threatens physical harm to a referee or the referee’s property or equipment. Abuse includes, but is not limited to the following acts committed upon a referee: using foul or abusive language toward a referee; spewing any beverage on a referee’s personal property; spitting at (but not on) the referee; or verbally threatening a referee. Verbal threats are remarks that carry the implied or direct threat of physical harm. Such remarks as, “I’ll get you after the game” or “You won’t get out of here in one piece”, shall be deemed referee abuse.
  4. Misconduct towards a referee means persistent statements or physical acts directed toward a referee during or after a game, that do not constitute referee assault or abuse as provided under Federation Policy 531-9, but that mistreat the referee or are inappropriate or unacceptable statements or acts, and may include the following:

 

  1. excessive incidences of foul or abusive language at the referee;
  2. statements that diminish the authority of the referee;

iii. Statements or acts that serve to intimidate without threatening physical harm to the referee.

  1. Examples of misconduct that arise under the description above include the following:

 

  1. 1. confronting the referee without physically threatening the referee;
  2. 2. spitting on the ground or in the air but not at the referee;
  3. throwing or kicking an item as a sign of disrespect or dissent but without the chance of hitting the referee;
  4. Re-entering the field.

These are only some of the examples of possible misconduct and are not all-inclusive, but apply only in the following situations:

  1. i. if a proceeding is brought against an individual for referee assault or abuse, or both, under Federation Policy 531-9; or
  2. If the individual is ejected from a game and, after the ejection, engages in conduct that is misconduct under this policy.

 

  1. Penalties and Suspensions
  2. Referee Assault

The person committing the referee assault is automatically suspended as follows:

  1. for a minor or slight touching of the referee or the referee’s uniform or personal property, at least three (3) months from the time of the assault;
  2. except as provided in clause one (1) or two (2), for any other assault, at least six (6) months from the time of the assault;
  3. for an assault committed by an adult and the referee is seventeen (17 )years of age or younger, at least three (3) years; or
  4. for an assault when serious injuries are inflicted, at least five (5) years.

 

  1. Referee Abuse

The person committing the referee abuse shall be suspended for a minimum of three (3) games.

  1. Misconduct Towards a Referee

The person committing the misconduct towards a referee shall be suspended for a minimum of three (3) games.

  1. Any suspension assessed against an individual under this section does not affect any other suspension and/or fine that may be imposed on the individual by an association or league for a violation that is not referee assault or abuse.

 

  1. Any party found to have committed the act of referee assault, referee abuse, or misconduct towards a referee shall have the right to appeal, within ten (10) days of receipt of the decision, to the USSF Appeals Board, following USSF Bylaw 705.

 

  1. Assault On Officials By An Adult Player

Should a player (male or female) be found guilty of referee assault, the NTSSA Board of Directors may, at its discretion, impose upon the team of which the player is a member, the requirement of posting a $1,000 cash bond to be held in the treasury of NTSSA without interest for a period of one (1) year after posting. This cash bond will be required to be posted before the team may engage in any further games within the boundaries of NTSSA. Should any other member of said team be found guilty of a referee assault during that one (1) year period, the team shall forfeit the bond, and another similar bond will be required before the team can continue in competition. If no member of the team commits a referee assault during that one (1) year period, the bond will be returned to the person or persons designated to receive such payment. No member of such team which has failed to post such bond will be permitted to register with another team until that member has posted a $50 bond with NTSSA; nor shall any new member be allowed to register on that team until such member has posted a $50 bond, such bonds to be held under the same terms and conditions as the team bonds.   3.11.8 Misconduct of Referees   When any referee is alleged to have committed misconduct toward any participant, spectator of a match or toward another referee, the NTSSA A&D Committee will hear such allegations and assess punishment concerning the Referee in regard to his activities.   3.11.9 Appellate Procedures

  1. All those under the jurisdiction of NTSSA are reminded that they must exhaust all appellate procedures of the Member Association on all matters not covered by these Rules before NTSSA can acquire jurisdiction to hear the appeal under its rules.
  2. Member Associations are reminded that they may set the rules of hearings and may restrict the number of witnesses, and the time allotted to each, so long as fair hearings are held. It may also determine whether it wants to allow closed or open hearings.
  3. Member Associations and their committees are urged to refuse to hear any appeal when any person is threatening a lawsuit. You should pass the appeal to the next higher forum which would hear it. This is a sport to which we are giving freely of our time, and none of us needs to take the trouble and expense to appear in court.
  4. To allow the use of tape recorders, court reporters and the presence of attorneys at hearings is optional with the Member Associations

NTSSA will refuse to allow such recording devices, and the presence of attorneys at hearings is optional with the Member Associations.

  1. Should any aggrieved party resort to the courts without exhausting all avenues of appeal including through to the USSF, NTSSA may, at its discretion, suspend such person or refuse to accept further registration in soccer activities within its jurisdiction.
  2. An appeal of decisions pursuant to Rule 3.11 made by Member Associations, after Member Association’s appeal procedures have been exhausted, will be made to the NTSSA A&D Committee in accordance with procedures established by this section.
  3. An appeal of decisions made by the State A&D Committee will be made to the NTSSA Board of Directors in accordance with procedures established in this section.
  4. An appeal of decisions presented to the NTSSA will be:

 

  1. In writing.
  2. Made to the Executive Director of NTSSA within five (5) days of receipt of written notice of the lower level authority’s decision(s).
  3. Fees, as specified, will be in cash or certified check and will accompany the written notice of appeal.

 

  1. Filing fees for appeals will, under no circumstances, be waived. Fees will be refunded to the appealing party only if the previous decision is overruled. Fees will be:

 

  1. All Player Appeals- $50 – ($25 paid by the player and $25 paid by the coach)
  2. All Coach Appeals & Referee Appeals – $100
  3. All Team Appeals – $100

3.11.10 Records   The Appeals and Disciplinary Committee will maintain a permanent file of all reports sent to it and the action taken. When any one person or a team shows a trend towards numerous misconduct reports, the Committee will contact such person or team for the purpose of warning or may call such person or team before it.   3.11.11 Association to Comply   When any Member Association or a member thereof, fails to send in reports as required by this Rule, NTSSA will take any action it considers proper, including fine not to exceed Five Hundred Dollars ($500). Repeated violation by Member Association can result in such association being declared not in good standing.
